At Little Star, we honor the opportunity to support individuals on the HCBS-DD and -SLS waivers. We believe that true support extends to the whole family. Having walked this path ourselves, we understand that caring for someone with intellectual and developmental disabilities involves the entire household. At Little Star, our work is guided by respect for each person’s autonomy and a commitment to lifting some of the weight off families. By building safe and welcoming spaces, we help service members and their families thrive together—supporting each person as they fulfill their potential and live with greater independence and joy.
Ephraim and Donna Starr
Founders and Leadership
Ephraim and Donna Starr bring a wealth of lived perspective to their roles—raising twins, supporting a son with autism and motor disabilities, and blending legal and policy expertise with community advocacy. Born and raised in Colorado, Ephraim returned home with Donna to raise their family and ultimately establish Little Star, creating secure, vibrant environments where every individual is supported in reaching their fullest potential and living joyfully independent lives. As founders who provide ongoing guidance and support, they are deeply committed to helping families navigate Colorado's developmental disability services and waiver landscape. Their pastimes include hiking, biking, skiing, traveling, cheering on participants at Special Olympics events, and simply enjoying time together with their family.

John and Jenny White
John — Director of Provider Operations | Jenny — Program Director, Wandering Stars Mobile Day Services
John and Jenny White bring a broad spectrum of experience to their roles—raising three children, conceiving and building a community coffee shop from the ground up, and crafting careers that entail teaching, nonprofit work, grant writing, a working with the visually impaired, and with senior citizens. For the past three years, they have served as dedicated Little Star Host Home Providers in Larimer County. They are committed to helping individuals gain independence, build caring relationships, and feel at home in their communities. Outside of work, you will often find them biking and enjoying the outdoors, reading, or exploring something new to learn.
